Der Charakter der Texte „Nationaler Aktionsplan” am Beispiel des Vergleichs Vereinigtes Königreich und Deutschland

Abstract

Die Koordination der Beschäftigungspolitik über die Beschäftigungsleitlinien und die Nationalen Aktionspläne bleibt auf einen Teil der in Europa angewandten beschäftigungspolitischen Optionen beschränkt. Die Texte der „Nationalen Aktionspläne” Deutschlands und des Vereinigten Königreiches weisen große Übereinstimmung auf. Die Beschäftigungspolitik der beiden Länder ist hingegen nach wie vor sehr unterschiedlich, da messbare und damit „einforderbare” Zielvorgaben fast gänzlich fehlen. Das wiederum heißt, dass für das Schreiben der Texte „Nationaler Aktionsplan” die nationale Beschäftigungspolitik nicht geändert werden musste – auch in Bereichen, die durch die NAPs explizit koordiniert werden sollen.
