Neither Self-Defence nor Solidarity: Assessing Austria’s Neutrality

Abstract

Perpetual neutrality not only has a passive – abstaining from interference in inter-state warfare –, but also an active dimension: the duty to maintain the capacity to defend oneself independently. Yet, Austria is neither sufficiently willing – according to polls – nor able to do so. Rather, it has effectively outsourced its security. As a post-heroic society, Austria engages in cherry-picking to enjoy the benefits of neutrality while ignoring the corresponding obligations.
