„Policy Learning“ in der SPÖ: Innerparteiliche Dynamiken bei der Entscheidungsfindung zur Fristenregelung

Im Jahr 1975 wurde in Österreich – wie in vielen OECD-Ländern – nach einer langen und streckenweise äußerst heftig geführten politischen Auseinandersetzung eine restriktive Regelung des Schwangerschaftsabbruchs durch eine – im internationalen Vergleich als permissiv zu bewertende – Fristenregelung ersetzt. In Anlehnung an Paul Sabatiers „Advocacy Coalition“-Ansatz stellt der Artikel folgende Fragen: Wie ist es zu diesem Politikwandel gekommen? Welche Rolle hat dabei „Lernen in der Politik“ gespielt? Welchen Einfluss hatten formale und informelle Organisationsstrukturen, Normen und Werte des zentralen Akteurs dieses Politikwandels, der Sozialistischen Partei Österreichs (SPÖ), auf diesen Lernprozess?Downloads
