Von der „Ausländerbeschäftigung“ zur Rot-Weiß-Rot-Karte: Sozialpartnerschaft und Migrationspolitik in Österreich

In diesem Aufsatz wird die Neuauflage korporatistischer Politikmuster in Österreich an Hand von zwei Fallstudien zur Rot-Weiß-Rot-Karte und zum Lohn- und Sozialdumping-Bekämpfungsgesetz untersucht. Es wird gezeigt, dass diese beiden Initiativen einen klassischen Kompromiss sozialpartnerschaftlicher Interessenspolitik darstellen. Während die Arbeitgeberseite vor allem an einem neuen Zuwanderungssystems für qualifizierte MigrantInnen interessiert war, stand für Gewerkschaften der Schutz von Arbeits- und Sozialstandards im Hinblick auf die Öffnung des österreichischen Arbeitsmarktes 2011 im Mittelpunkt. Es wird argumentiert, dass der entscheidende Faktor, der dieses sozialpartnerschaftliche Revival ermöglichte, der Regierungswechsel 2007 und die Bildung einer Großen Koalition war, die insbesondere in der Arbeitsmarkt- und Sozialpolitik wieder verstärkt auf eine tripartistische Interessenspolitik setzt.
